Incorporating and institutionalizing the Moral Recovery Program in the Local Government Code

I am copy furnishing you a letter which I sent to Senator Nene Pimentel, “Father of the Local Government Code” with the prayer that he sees the wisdom of our suggestion.
May God lead the way for a righteous Philippines!!

Greetings in Christ!! I am President Arnold Garbanzos of the Rotary Club-Iligan. Remember me sir? I was the one with Mr. Jun Tenorio who went to the house of your son in CDO way back in the 2002 election to invite you to grace an affair in our Rotary Club in Iligan and at the same time to induct (then) Mayor Alejo Yanez and (now) Mayor Lawrence Cruz for the PDP-Laban. The whole event was held at Maria Cristina Hotel. I write you today, since I am the convenor too of the Moral Force Movement in Iligan and the Lanao provinces. Reviewing the Local Government Code of which you are considered the Father and Initiator, I would like to suggest that an amendment be made to incorporate and institutionalize the Moral Recovery Department to be included as one of the offices in the provincial, city and barangay level. This can be easily justified through Executive Order 319 (dated April 3, 1996) and Proclamation No. 62 (dated September 30, 1992) both done by then President Ramos. The lack of a moral foundation in our LGUs have contributed greatly to the corruption of our local officials even to the level of the Sangguniang Kabataan, a very sad fact indeed. Also I would like to suggest that the 3 sectoral representatives you mentioned in Section 457, Article 3, (subsection B) be expanded to include 2 more additional sectoral representatives and all on a MANDATORY BASIS FOR THE LGUs CONCERNED (since many LGUs do not comply strictly with the Local Government Code on this): One is for women; In this way I believe all sectors are sufficiently represented and that God and His principles be an everyday reality in the honored halls of the province, city and barangay. As the Father of the Local Government Code of our country, I know that the wisdom given to you by God in its creation would allow you to expand it for His glory and honor. I was happy to see you on TV during the JIL anniversary with Brother Eddie, praying for our political sector Senator. It is a blessing to see you standing upright for the cause of our God and our belloved country. Also allow me to invite you in advance Senator for our 50th club anniversary of the Rotary Club Iligan on January 23, 2010 which will be held at the roof top of Maria Cristina Hotel, it is a Saturday Senator hope you can make it please. You will be our keynote speaker for that night. Also on that night we are formally (and hopefully) launching the Moral Force Movement in Iligan and the Fellowship of Christians in Government (FOCIG)-Iligan City Chapter. The Moral Force Movement will be represented by the Chief Justice himself while FOCIG will be represented by their National Chairman and a classmate of mine, Mr. Niels Patrick Riconalla, also of Iligan.
